Minutes - September 22, 2006

Members Present:  Darren Wilkins, Larry Shideler, Jerry Pogue, Ray Jimenez, John Loor, Gary Emmerson, Carmen Ashbaugh, Archie Harris, Jeff Hutton, Jim Hamilton

Members Absent:  Gary Fresk, Louis Hamilton

Water Rights Report: Dave Baldwin
* Recommendation:  
o Put irrigation rights into in-stream flow
o File 602's on all smaller wells
o File a motion to amend with water court to gain the additional 73 acre feet of surface water rights that were not claimed in 1982.  This will be done after the 602's have been completed.

Survey Report
* Lack of title reports has delayed survey
* Most of the field work has been done.

Review of Stillwater Feasibility Study

Motion:	Recommend that the school move forward with the reconstruction of the campus on the current site.

Motion:	Use insurance money to rebuild cafeteria

Motion:	Utilize land assets to generate funds to build new student housing.  (southern 120 and southwestern 80)

Motion:	A capital campaign be conducted for the construction of a new Administration building and endowment fund over the next 7 years. 

Action Plans
1. Meet with architects to rework master plan 
2. Take recommendations to town halls
3. Take recommendations to School Board and Exec Committee
4. Communicate to Stillwater and ask for proposal for 120 and 80
5. Explore building naming opportunities
